If your net NIL earnings top $400 in a year, yes: 15.3% for Social Security and Medicare, on top of your federal and state income tax.
Nothing is withheld from 1099 income, so the IRS expects quarterly estimated payments. A good rule of thumb: put aside 25–30% of every NIL payment.
